			This note is issued in light of the news item that appeared in mathrubhumi today in which the Head of the Intelligence Wing, Dr. Siby Mathews, has announced that a letter will be sent to the government demanding that the Kerala mapping project of Google has to be banned.

			There is a need for such publicly owned maps ( with read and write privileges), especially ones that highlight areas of local interest. Google is a company that makes maps which contain information relevant to the locality. Most maps (eg: Google/Nokia Maps) actually have legal or technical restrictions on their use, holding back people from using them in creative, productive, or unexpected ways. Openstreetmap is an effort to counter this and offer rights free and accessible data to everyone. Openstreetmap mapping parties are community's way to generate such freely available and community owned data. Just as wikipedia exist for free knowledge ( in the form of text ), openstreetmap exists for collecting and hosting community owned data. Previously, such data generation was not done because it was difficult or impossible. Since the dawn of internet and the consequent ease in collaboration and data sharing, this is now possible.

			A few mapping parties have already been conducted and the data collected by volunteers are made available for public consumption without restrictions through the Openstreetmap website ( Technopark, Calicut NIT, Fort Kochi heritage Walk). The Google sponsored mapping party might have followed in their footsteps. The difference is, while the data generated by Google sponsored community mapping parties become read-only and Google owned data, the data generated by openstreetmap mapping parties remain community owned and modifiable.


			We, the Free software user's group in Trivandrum , as a free knowledge community has the following to say.

			#Mapping parties ( whether openstreetmap or privately sponsored ) come under our constitution's guarantee of free speech. Condemning mapping parties in the name under farcical and short sighted claims of security would be a violation of the democratic governance. Moreover, content generated by such mapping parties are extremely useful for the general public. eg: when organizing an event , pointing out the location in a map thats available online will be useful.
			#Government departments are actually giving unnecessary publicity/endorsment to privately held companies like Google by joining this mapping effort. It will be far better if the government where to sponsor openstreetmap mapping parties and generate maps for their own use. Government can also release the data they own ( the land survey information ) through the openstreetmap effort and ensure that all data are publicly owned and need not be licensed from a private company.
			#We request all people who take part in the Google sponsored mapping party to share the data they generate with the openstreetmap website so that it will stay in public domian and will be of great use to the general public.


			'ഗൂഗിള്‍ മാപ്പിങ് തടയണമെന്നു് ഇന്റലിജന്‍സ് വിഭാഗം' എന്ന ശീര്‍ഷകത്തില്‍ ഇന്നത്തെ മാതൃഭൂമി പത്രത്തില്‍ വന്ന വാര്‍ത്തയാണു് ഈ കത്തിനാധാരം. പൊതുജനങ്ങളുടെ ഉപയോഗത്തിനായി പ്രാദേശിക വിവരങ്ങള്‍‍ ഉള്‍ക്കൊള്ളുന്ന ഭൂപടങ്ങള്‍ ആവശ്യമുണ്ട്. ഇത്തരത്തിലുള്ള ഭൂപടങ്ങള്‍ ലഭ്യമാക്കുന്ന ഒരു കമ്പനി ആണ് ഗൂഗിള്‍. മിക്ക ഭൂപടങ്ങളും ഉപയോഗിക്കുന്നതിനു് സാങ്കേതികമോ നിയമപരമോ ആയ പരിമിതികളുണ്ട് ഉദാ: ഗൂഗിള്‍/നോക്കിയ മാപ്പുകള്‍. ഇതു മറികടക്കുന്നതിനും സ്വതന്ത്രമായ ഉപയോഗിക്കുന്നതിനും ഭൂപടങ്ങള്‍ ലഭ്യമാക്കുന്നതിനായാണു് ഓപ്പണ്‍സ്ട്രീറ്റ്മാപ് (openstreetmap) എന്ന പദ്ധതി തുടങ്ങിയതു്. ഈ പദ്ധതിയിലൂടെ വോളന്റിയര്‍മാര്‍ ശേഖരിക്കുന്ന വിവരം എല്ലാവര്‍ക്കും സ്വതന്ത്രമായി ഉപയോഗിക്കാവുന്നതാണ്. വിജ്ഞാനത്തിന് വിക്കിപ്പീഡിയ എന്നത് പോലെ ഭൂപടങ്ങള്‍ സ്വതന്ത്രമായി നിര്‍മ്മിക്കുന്നതിനുള്ള കൂട്ടായ്മകളാണ് ഓപ്പണ്‍സ്ട്രീറ്റ്മാപ് മാപ്പിങ്ങ് പാര്‍ട്ടികള്‍. ഇത്തരം ശ്രമങ്ങള്‍ മുമ്പുണ്ടാകാതിരുന്നത് അത് ദുസ്സാദ്ധ്യമോ അസാദ്ധ്യമോ ആയിരുന്നതുകൊണ്ടാണു്. ഇന്റര്‍നെറ്റിന്റെ ആവിര്‍ഭാവവും സഹകരണത്തിനും വിവരങ്ങള്‍ പങ്കുവയ്ക്കുന്നതിനും അതു് ഏകിയ സൌകര്യവുമാണു് ഇക്കാര്യം സാദ്ധ്യമാക്കിയതു്.

			മേല്‍പ്പറഞ്ഞതുപോലെയുള്ള ഓപ്പണ്‍സ്ട്രീറ്റ്മാപ് മാപ്പിങ്ങ് പാര്‍ട്ടികള്‍ സംസ്ഥാനത്ത് ഈ അടുത്തിടെ നടത്തുകയുണ്ടായി ( ടെക്നോപാര്‍ക്ക് , കോഴിക്കോട്ടെ NIT, ഫോര്‍ട്ട് കൊച്ചി ഹെരിറ്റേജ് വാക്ക് ). ഈ മാപ്പിങ്ങ് പാര്‍ട്ടികളെ അനുകരിച്ചാവണം ഗൂഗിളും ഇപ്പോള്‍ രംഗത്തേക്കിറങ്ങിയത്. ഗൂഗിള്‍ ഇത്തരത്തില്‍ സമൂഹത്തിന്റെ പങ്കാളിത്തത്തോടെ ശേഖരിക്കുന്ന വിവരങ്ങള്‍ പക്ഷേ ഗൂഗിളീന്റെ കുത്തകായായി മാറുന്നു. മറിച്ച് ഓപ്പണ്‍സ്ട്രീറ്റ് മാപ്പില്‍ ഇത്തരം വിവരങ്ങള്‍ സമൂഹത്തിന്റെ ഉടമസ്ഥതയില്‍ തന്നെ തുടരുന്നു.

			വിവരവും അതു കൈകാര്യം ചെയ്യാനുള്ള ഉപകരണങ്ങളും സ്വതന്ത്രമാണെന്നും അതെല്ലാവര്‍ക്കുമുള്ളതാണെന്നും ഉറച്ചു വിശ്വസിക്കുന്ന ഒരു സംഘം ആള്‍ക്കാര്‍ എന്ന നിലയ്ക്ക് സ്വതന്ത്രസോഫ്റ്റ്‌വെയര്‍ യൂസര്‍ഗ്രൂപ്പ് തിരുവനന്തപുരം പറയാനാഗ്രഹിക്കുന്നത് ഇതാണ്

			#മാപ്പിങ്ങ് പാര്‍ട്ടികള്‍ എന്നത് നമ്മുടെ ഭരണഘടന നല്‍കുന്ന Freedom of Speech എന്ന അവകാശത്തില്‍ പെടുന്നതാണ്. ഇത് തടയുന്നത് ജനാധിപത്യലംഘനമാണ്. ഈ ഭൂപടങ്ങള്‍ ജനങ്ങള്‍ക്കു് പ്രയോജനം ചെയ്യുന്നവയാണു്. ഉദാ : ഒരു സമ്മേളനം നടക്കുന്ന സ്ഥലം കാട്ടിത്തരാനും അവിടെയെത്താനുള്ള വഴി പങ്കെടുക്കുന്നവര്‍ക്കു് പറഞ്ഞുകൊടുക്കാനും സമ്മേളനത്തിന്റെ വെബ് പേജില്‍ ഈ ഭൂപടങ്ങള്‍ ഉള്‍പ്പെടുത്താനാവും. മാത്രമല്ല, പുതിയൊരു സ്ഥലത്തേക്കു പോകുന്നതിനു മുമ്പു് അവിടെയെത്താനുള്ള വഴി മനസിലാക്കാനും ഇത്തരം ഭൂപടങ്ങള്‍ എല്ലാവര്‍ക്കും ഉപയോഗപ്രദമാകും.
			#സര്‍ക്കാര്‍ വകുപ്പുകള്‍ ഓപ്പണ്‍സ്ട്രീറ്റ്മാപ് പോലെയുള്ള സംരംഭങ്ങളോട് സഹകരിക്കുന്നതിന് പകരം ഗൂഗിള്‍ പോലെയുള്ള കമ്പനികള്‍ക് അനാവശ്യമായി പബ്ള്സിറ്റി കൊടുക്കുകയാണ് ഇപ്പോള്‍ ചെയ്തത്. അതിനു പകരം ഇത്തരം മാപ്പിങ്ങ് പാര്‍ട്ടികളെ പ്രോത്സാഹിപ്പിക്കുകയും അവയില്‍ നിന്നു ശേഖരിക്കുന്ന പൊതുജനത്തിന്റെ ഉടമസ്ഥതയിലുള്ള ഭൂപടങ്ങളില്‍ സര്‍ക്കാരിന്റെ കൈ വശമുള്ള survey പോലെയുള്ള വിവരങ്ങള്‍ പൊതുജനത്തിന് ലഭ്യമാക്കുകയുമാണ് വേണ്ടത്.

	This note is issued in light of the news item that appeared in mathrubhumi today in which the Head of the Intelligence Wing, Dr. Siby Mathews, has announced that a letter will be sent to the government demanding that the Kerala mapping project of Google has to be banned. We wish to point out that Google Maps (http://maps.google.com) already has such detailed maps of most major countries in the world and preventing such mapping is virtually impossible in a democratic country. To the best of our knowledge, no country in the world seems to have banned such mapping. Moreover, there is a need for such maps for use by the general public.

	~~Today's technology enables even mobile phones to have built-in gps and makes it possible for anyone to do mapping at a reasonably high resolution.~~ This ~~has resulted~~ in ~~detailed maps~~ of ~~even cities~~ in ~~the United States being hosted~~ in ~~Google Maps. It is to be noted that~~ the ~~perceived threat of such maps has not made these governments to ban them. Reasonably high resolution maps and satellite imageries~~ of ~~cities like Bengaluru and Mumbai are available on~~ the ~~Google site. Apparently~~, ~~the police departments in these places do not have any problems with this~~. ~~Moreover~~, ~~such maps can be included in web sites where, for instance, participants in~~ a ~~conference need to~~ be ~~shown the location of the conference venue and the way~~ to ~~reach there and people can understand~~ the ~~route to places they are visiting for~~ the ~~first time. Thus, this is a technology that helps everyone~~ to ~~a great extent~~.		This note is issued in light of the news item that appeared in mathrubhumi today in which the Head of the Intelligence Wing, Dr. Siby Mathews, has announced that a letter will be sent to the government demanding that the Kerala mapping project of Google has to be banned.

	~~Further, there~~ is a need for such publicly ~~available~~ maps. especially ones that highlight areas of local interest. ~~Mapping parties are community's way~~ to ~~generate such data. Previously, such data generation was not done because it was difficult or impossible . Since the dawn of internet and~~ the ~~consequent ease in collaboration and data sharing, this is now possible~~. Most maps (eg: Google Maps) actually have legal or technical restrictions on their use, holding back people from using them in creative, productive, or unexpected ways. Openstreetmap is an effort to counter this and offer rights free ~~publicly~~ accessible data to everyone. ~~The data collected by volunteers~~ are ~~made~~ available for ~~public consumption without restrictions through~~ the ~~Openstreetmap website~~. ~~The philosophy behind Openstreetmap~~ is ~~the same as that behind Free Software~~.		There is a need for such publicly owned maps ( with read and write privileges), especially ones that highlight areas of local interest. Most maps (eg: Google/Nokia Maps) actually have legal or technical restrictions on their use, holding back people from using them in creative, productive, or unexpected ways. Openstreetmap is an effort to counter this and offer rights free and accessible data to everyone. Openstreetmap mapping parties are community's way to generate such freely available and community owned data. Just as wikipedia exist for free knowledge ( in the form of text ), openstreetmap exists for collecting and hosting community owned data. Previously, such data generation was not done because it was difficult or impossible. Since the dawn of internet and the consequent ease in collaboration and data sharing, this is now possible.

			A few mapping parties have already been conducted and the data collected by volunteers are made available for public consumption without restrictions through the Openstreetmap website ( Technopark, Calicut NIT, Fort Kochi heritage Walk). The Google sponsored mapping party might have followed in their footsteps. The difference is, while the data generated by Google sponsored community mapping parties become read-only and Google owned data, the data generated by openstreetmap mapping parties remain community owned and modifiable.

	~~We, therefore, feel that the apprehensions of the police are misplaced and an infringement of the democratic rights of the citizen.~~

	'ഗൂഗിള്‍ മാപ്പിങ് തടയണമെന്നു് ഇന്റലിജന്‍സ് വിഭാഗം' എന്ന ശീര്‍ഷകത്തില്‍ ഇന്നത്തെ മാതൃഭൂമി പത്രത്തില്‍ വന്ന വാര്‍ത്തയാണു് ഈ കത്തിനാധാരം. ~~ഗൂഗിള്‍മാപ്സ് എന്ന വെബ്സൈറ്റില്‍ (http~~://maps.~~google.com~~) മിക്ക പ്രധാന രാജ്യങ്ങളുടെയും ഇത്തരം വിശദമായ മാപ്പുകള്‍ ഇപ്പോള്‍തന്നെയുണ്ടു്. ഇത്തരം മാപ്പുകളുടെ നിര്‍മ്മാണം തടയുക ഇന്ത്യയെപ്പോലുള്ള ഒരു ജനാധിപത്യരാഷ്ട്രത്തില്‍ അസാദ്ധ്യമാണു് എന്നു് ചൂണ്ടിക്കാണിക്കട്ടെ. ഞങ്ങളുടെ അറിവില്‍ ലോകത്തിലെ ഒരു രാജ്യവും ഇത്തരം ഭൂപടനിര്‍മ്മാണം തടഞ്ഞിട്ടില്ല. ~~കൂടാതെ പൊതുജനങ്ങളുടെ ഉപയോഗത്തിനായി ഇത്തരം മാപ്പുകള്‍ ആവശ്യവുമുണ്ടു്~~.		#Mapping parties ( whether openstreetmap or privately sponsored ) come under our constituition's guarentee of free speech. Condemning mapping parties in the name under farcical and short sighted claims of security would be a violation of the democratic governance. Moreover, content generated by such mapping parties are extremly useful for the general public. eg: when organizing an event , pointing out the location in a map thats available online will be useful.
			#Government departments are actually giving unnecessary publicity/endorsment to privately held companies like Google by joining this mapping effort. It will be far better if the government where to sponsor openstreetmap mapping parties and generate maps for their own use. Government can also release the data they own ( the land survey information ) through the openstreetmap effort and ensure that all data are publicly owned and need not be licensed from a private company.
			#We request all people who take part in the Google sponsored mapping party to share the data they generate with the openstreetmap website so that it will stay in public domian and will be of great use to the general public.

	മൊബൈല്‍ ഫോണുകളില്‍പ്പോലും ജി.പി.എസ്. സൌകര്യം ഉള്‍ക്കൊള്ളിക്കാന്‍ ഇന്നത്തെ സാങ്കേതികവിദ്യ അനുവദിക്കുന്നുണ്ടു്. ആര്‍ക്കും സാമാന്യം വിശദമായ ഭൂപടനിര്‍മ്മാണം നടത്താന്‍ ഇതു് സാദ്ധ്യമാക്കുന്നുണ്ടു്. ഇതുമൂലം അമേരിക്കയിലെയും ഇംഗ്ലണ്ടിലെയും പോലും സാമാന്യം വിശദമായ മാപ്പുകള്‍ ഇന്നു് ഗൂഗിളില്‍ ലഭ്യമാണു്. ഇവ സുരക്ഷയ്ക്കു് ഭീഷണിയായിരിക്കാമെന്നുള്ള ഭയം മൂലം ഇത്തരം ഭൂപടനിര്‍മ്മാണം തടയാന്‍ മേല്‍പ്പറഞ്ഞ രാജ്യങ്ങളിലെ സര്‍ക്കാരുകള്‍ പോലും തയാറായിട്ടില്ല. ബാംഗ്ലൂരിന്റെയും ബോംബെയുടെയും സാമാന്യം വിശദമായ മാപ്പുകള്‍ ഗൂഗിളില്‍ ലഭ്യമാണു്. അവിടത്തെ പോലീസ് വകുപ്പുകള്‍ സുരക്ഷയ്ക്കു് ഭീഷണിയായി ഈ മാപ്പുകള്‍ കണ്ടിട്ടില്ല.

	~~കൂടാതെ~~ ഈ മാപ്പുകള്‍ ~~ജനങ്ങള്‍ക്കു് പ്രയോജനം ചെയ്യുന്നവയാണു്~~. ഒരു സമ്മേളനം നടക്കുന്ന സ്ഥലം കാട്ടിത്തരാനും അവിടെയെത്താനുള്ള വഴി പങ്കെടുക്കുന്നവര്‍ക്കു് പറഞ്ഞുകൊടുക്കാനും സമ്മേളനത്തിന്റെ വെബ് പേജില്‍ ഈ ഭൂപടങ്ങള്‍ ~~ഉള്‍പ്പെടുത്താനാവും~~. മാത്രമല്ല, പുതിയൊരു സ്ഥലത്തേക്കു പോകുന്നതിനു മുമ്പു് അവെടെയെത്താനുള്ള വഴി മനസിലാക്കാനും ഇത്തരം ~~ഭൂപടങ്ങള്‍ എല്ലാവര്‍ക്കും ഉപയോഗപ്രദമാകും~~.		'ഗൂഗിള്‍ മാപ്പിങ് തടയണമെന്നു് ഇന്റലിജന്‍സ് വിഭാഗം' എന്ന ശീര്‍ഷകത്തില്‍ ഇന്നത്തെ മാതൃഭൂമി പത്രത്തില്‍ വന്ന വാര്‍ത്തയാണു് ഈ കത്തിനാധാരം. പൊതുജനങ്ങളുടെ ഉപയോഗത്തിനായി പ്രാദേശിക വിവരങ്ങള്‍‍ ഉള്‍ക്കൊള്ളുന്ന ഭൂപടങ്ങള്‍ ആവശ്യമുണ്ട്. ഇത്തരത്തിലുള്ള ഭൂപടങ്ങള്‍ ലഭ്യമാക്കുന്ന ഒരു കമ്പനി ആണ് ഗൂഗിള്‍. മിക്ക ഭൂപടങ്ങളും ഉപയോഗിക്കുന്നതിനു് സാങ്കേതികമോ നിയമപരമോ ആയ പരിമിതികളുണ്ട് ഉദാ: ഗൂഗിള്‍/നോക്കിയ മാപ്പുകള്‍. ഇതു മറികടക്കുന്നതിനും സ്വതന്ത്രമായ ഉപയോഗിക്കുന്നതിനും ഭൂപടങ്ങള്‍ ലഭ്യമാക്കുന്നതിനായാണു് ഓപ്പണ്‍സ്ട്രീറ്റ്മാപ് (openstreetmap) എന്ന പദ്ധതി തുടങ്ങിയതു്. ഈ പദ്ധതിയിലൂടെ വോളന്റിയര്‍മാര്‍ ശേഖരിക്കുന്ന വിവരം എല്ലാവര്‍ക്കും സ്വതന്ത്രമായി ഉപയോഗിക്കാവുന്നതാണ്. വിജ്ഞാനത്തിന് വിക്കിപ്പീഡിയ എന്നത് പോലെ ഭൂപടങ്ങള്‍ സ്വതന്ത്രമായി നിര്‍മ്മിക്കുന്നതിനുള്ള കൂട്ടായ്മകളാണ് ഓപ്പണ്‍സ്ട്രീറ്റ്മാപ് മാപ്പിങ്ങ് പാര്‍ട്ടികള്‍. ഇത്തരം ശ്രമങ്ങള്‍ മുമ്പുണ്ടാകാതിരുന്നത് അത് ദുസ്സാദ്ധ്യമോ അസാദ്ധ്യമോ ആയിരുന്നതുകൊണ്ടാണു്. ഇന്റര്‍നെറ്റിന്റെ ആവിര്‍ഭാവവും സഹകരണത്തിനും വിവരങ്ങള്‍ പങ്കുവയ്ക്കുന്നതിനും അതു് ഏകിയ സൌകര്യവുമാണു് ഇക്കാര്യം സാദ്ധ്യമാക്കിയതു്.

	~~അതുകൊണ്ടു്~~, ~~പോലീസിന്റെ ശങ്ക അസ്ഥാനത്താണെന്നും~~ ഇത്തരം ഉപകാരപ്രദമായ പ്രവര്‍ത്തനങ്ങള്‍ തടയാന്‍ ശ്രമിക്കുന്നതു് ബാലിശവും ജനാധിപത്യ വിരുദ്ധവുമാണെന്നും ഞങ്ങള്‍ വിശ്വസിക്കുന്നു.		വിവരവും അതു കൈകാര്യം ചെയ്യാനുള്ള ഉപകരണങ്ങളും സ്വതന്ത്രമാണെന്നും അതെല്ലാവര്‍ക്കുമുള്ളതാണെന്നും ഉറച്ചു വിശ്വസിക്കുന്ന ഒരു സംഘം ആള്‍ക്കാര്‍ എന്ന നിലയ്ക്ക് സ്വതന്ത്രസോഫ്റ്റ്‌വെയര്‍ യൂസര്‍ഗ്രൂപ്പ് തിരുവനന്തപുരം പറയാനാഗ്രഹിക്കുന്നത് ഇതാണ്

			#സര്‍ക്കാര്‍ വകുപ്പുകള്‍ ഓപ്പണ്‍സ്ട്രീറ്റ്മാപ് പോലെയുള്ള സംരംഭങ്ങളോട് സഹകരിക്കുന്നതിന് പകരം ഗൂഗിള്‍ പോലെയുള്ള കമ്പനികള്‍ക് അനാവശ്യമായി പബ്ള്സിറ്റി കൊടുക്കുകയാണ് ഇപ്പോള്‍ ചെയ്തത്. അതിനു പകരം ഇത്തരം മാപ്പിങ്ങ് പാര്‍ട്ടികളെ പ്രോത്സാഹിപ്പിക്കുകയും അവയില്‍ നിന്നു ശേഖരിക്കുന്ന പൊതുജനത്തിന്റെ ഉടമസ്ഥതയിലുള്ള ഭൂപടങ്ങളില്‍ സര്‍ക്കാരിന്റെ കൈ വശമുള്ള survey പോലെയുള്ള വിവരങ്ങള്‍ പൊതുജനത്തിന് ലഭ്യമാക്കുകയുമാണ് വേണ്ടത്.

Since the dawn of internet and the consequent ease of use in collaboration and data sharing, it is possible now to collaborate online for the community to generate and maintain publicly accessible map data. Most maps you think of as free actually have legal or technical restrictions on their use, holding back people from using them in creative, productive, or unexpected ways. OpenStreetMap is a project aimed to counter this, creating and providing free geographic data which can be used anyone.

	~~When a company like Google organizes such events and makes use~~ of ~~community resources to do so we should understand~~ that ~~their intentions may not be purely public service~~. ~~Once the community hands over valuable mapping data to Google~~, ~~it essentially becomes their property and more modifications/unrestricted public usage is not possible with~~ that ~~data. The Google Terms~~ of ~~Service says "Except where you have been specifically licensed to do so by Google, you may not use~~ Google ~~Maps with any products, systems, or applications installed or otherwise connected~~ to ~~or in communication with vehicles, capable of vehicle navigation, positioning, dispatch, real time route guidance, fleet management or similar applications~~. ~~Also, you may not use~~ Google Maps in a ~~manner which gives you or any other person access to mass downloads or bulk feeds of numerical latitude and longitude coordinates~~.~~" This expressly prohibits people from using~~ the ~~data~~ in ~~creative, productive, or unexpected ways. By willingly submitting to their terms of service we are robbing ourselves off~~ the ~~opportunities~~ to use ~~this data creatively~~.		This note is issued in light of the news item that appeared in mathrubhumi today in which the Head of the Intelligence Wing, Dr. Siby Mathews, has announced that a letter will be sent to the government demanding that the Kerala mapping project of Google has to be banned. We wish to point out that Google Maps (http://maps.google.com) already has such detailed maps of most major countries in the world and preventing such mapping is virtually impossible in a democratic country. To the best of our knowledge, no country in the world seems to have banned such mapping. Moreover, there is a need for such maps for use by the general public.
